Why are fans not allowed noise makers into Apogee???

I have been to many college games where there are noise makers...One that stands out is at Ok state where the student section behind the visiting team have boards or bang baloons that they bang on the wall of the stadium making a Hell of a noise behind the opponents. Why not Apogee? Is this an NCAA rule that other stadiums just look past or is it an Apogee thing?

Artificial Noisemakers. The NCAA Football Rule Book shall be followed regarding artificial noisemakers. An official may penalize a team if the following rule is interpreted to be violated: “Persons subject to the rules, including bands, shall not create any noise that prohibits a team from hearing its signals.”

UTEP fans had some thunder sticks last night.

Critical phrase is "persons subject to the rules".

Good point. According to the NCAA rule book:

Those persons subject to the rules are: Everyone in the team area, players, substitutes, replaced players, coaches, athletics trainers, cheerleaders, band members, mascots, public-address announcers, audio and video system operators, and other persons affiliated with the teams or institutions.

I hate noise makers. They sound so "high school". If I ever turn on a HS football game I can pretty much guarantee myself that I'll hear some cowbells or empty water bottles with beads in them.
