Vito mentioned this in his blog post -- that Gaines would be signing a grant in aid package? Anyone know what this means and more importantly does it mean he takes up a scholarship or not?

Grant in aid & LOI are separate. Signing a aid gives the player the right to still be recruited by other schools

Once you sign your LOI , you lose that right

Grant in aid refers to the document outlining the amount of aid given to the athlete and the basic requirements. The LOI is a document honored by most NCAA schools that binds an athlete to one specific school for a year. The LOI is in use, a prerequisite to a "grant in aid" or what is often termed a scholarship.
