I don't think that necessarily equates to "high level official". Sort of like leader of all the Mormons in a county. However, I'm not a Mormon; my wife is, so maybe I'll ask her.

I would, but a bishop is sort of a volunteer church leader; several wards make up a stake (there's two wards just here in Euless). And my wife would probably say the something similar to when we were trying to figure out Canales' religion, "it doesn't matter if he's a Mormon, he knows how to win".
