Legally I don't think it's possible right now. You would need an exemption granted by Congress like the NFL has, otherwise contracts would not be allowed because of antitrust laws. From Google -

This will test the boundaries of contracts, and NCAA transfer rules. What's the point of a Portal if the NCAA says kids can also do this and compete? Kids want the $$ but not the binding contracts... “NCAA rules do not prevent a student-athlete from unenrolling from an institution, enrolling at a new institution and competing immediately,” an NCAA spokesperson said in a statement. I think a lot of casual fans think of Brands instead of actual college basketball teams when comparing teams. A loss to McNeese, High Point, and Utah St to most of the public appears bad. -
