Something to consider from the CBS article:

A year ago, Conference USA signed a $43 million deal with Fox to broadcast a minimum of 20 football games per year including the league's title game through the 2015 season. At the time ESPN protested saying it believed it had the right of first refusal on such a deal with Conference USA.

Could it be that ESPN is looking to come back to the table and negotiate putting together a brand new TV deal? Or is everything being built around the Fox deal in place? It would seem to me that whoever lands the TV contract would have a bigger impact on who the expansion candidates are or will be.

Dodds has another article speculating it would take an all new conference to get both CUSA and MWC out of their tv deals, because Fox has first right of refusal on CUSA. But an all new conference would be open to take bids from everyone.
