He obviously signed a LOI to North Texas. Whether there was still a scholarship waiting for him at the other end is another matter.

A LOI is what everyone just signed on signing day. He was given an offer and verbaled to NT.

Sometimes players just sign blank pieces of paper to make it look like they are signing.

Yeah, in high school we had a kid that they were not sure was going to qualify so they didnt actually sign with their school because they were waiting on ACT scores still. However at the signing ceremony, they signed just a blank piece of paper while wearing their schools hoodie. Turns out the kid didnt qualify, and he just ended up going the junior college route while everyone thought he signed with this lower tier big 12 school.
