Anyone know why they carve out the sides in stair step fashion like they are all ready for seats and then cover it up again? It seemed like they did that over and over in the far end of the east side and then filled it all in and made it smooth. Now they are doing the same thing on the west side.

Awhile back they said it was soil conditioning. They turn the dirt over, and wet it down...to prevent soil/foundation erosion later.
