I don't know that "not good enough" is the issue, as much as this:

A source tells me former Kentucky and Texas A&M coach Billy Gillispie is considered a likely candidate for the job.

poor attendance didn't help penders cause, with average of only 3,200 per game. that, plus b. gillispie availablity and past history with houston's a.d. at utep were deal breakers.

I'd like to keep Johnny for a long time. He's a class coach and perhaps the best coach, BB and FB that has ever been here. Any vacancy will not be of the University's doing. However, if that were to happen, I'd like to see Penders here. At least from what I've seen and of who I know is available.

The story in the Houston Chronicle today, actually a column, is recommending they go after Marlin from Sam Houston. Penders is out because he hasn't recruited Houston at all and relies on the JUCO's too much for the new AD's liking. Plus, Billy Clyde is available and a friend of Mac Rhodes.
