In actuality, they aren't really raising costs, the are redistributing the amount of the cost a college education the state is willing to pay. California still pays for 70% of the cost of college education. Because of a HUUUUGE multibillion dollar shortfall in the states budget, they costs are going to have to be made up by someone. So either they raise taxes, which the tax payers have already said no too, or they ask the students to pay more, or the lower staffing and development and lower the quality of the education.

They are making the right choice. Education is expensive, but they can always not go to school and stock shelves for the rest of their lives if they don't want it.
