Al Qeada and other terrorist organizations are not organized military that recognize or abide by the laws of war. In regards to the Geneva Convention, there was an attempt to ratify it in '87. President Reagan liked the first part and recommended, but not the second. He knew the importance of denying any legitimacy to terrorist organizations.

Michelle Malkin has kept up with him fairly well and gives a good background to what he's been all about.

OH, you are actually right, terrorist organizations are NOT organized military organizations, nor are they soverign governments. The Geneva Convention doesnt apply to them. Capture them, torture them, then put a bullet in their head. End of story. Sooner or later there won't be anymore organized terrorists to fight. Oh, but that may be a little to real for some out there. Its ok, I promise not to pick them last at dodgeball or kickball next time. I bet some out there want our team to get a participation trophy too, just so the team feels better.
