Why he won’t start: The NCAA states that Stardford must follow the transfer rules even though he didn't play at OU last year."

Can anyone decode this message? This makes absolutely no sense at all.

I was actually referring to how how both sentences completely contradict each other...

There was an implied "if" at the beginning of each sentence; i.e., "If the NCAA says that Stradford can play for the Mean Green this season, he will start. . . . If the NCAA states that Stardford must follow the transfer rules even though he didn't play at OU last year, he won't start."
