Denton city leaders are considering more changes to the multimillion-dollar Rayzor Ranch development, in the latest sign that the developer wants more flexibility in the struggling economy.

Allegiance Hillview LP is asking the city to scrap an approved master plan for the 410-acre mixed-use development in west Denton and replace it with a conceptual plan.

The change would allow the developer to move proposed buildings without going through a full amendment process, which currently includes public hearings and votes before the Planning and Zoning Commission and City Council.

The city would still require approval of a detailed site plan, likely by the planning commission, before construction could begin, said Chuck Russell, the city’s planning supervisor.

“We’re not just saying, ‘Build whatever you want,’” Russell said. “We would still have a level of review to make sure it’s meeting the intent of Rayzor Ranch. But every time they propose a different configuration, they don’t want to have to go through a three- or four-month public hearing process.”
