I heard the "horse-collar" rule was coming. But the rule specifics read somewhat odd? I understand grabbing the neck area from behind is an injury risk, but grabbing the jersey from the side? Not sure how picky the NCAA refs will be on that one. Grabbing the jersey from behind was the only shot one of our little DB's had a making a tackle last year. (at least at OU) It didnt help much, but under the new rules two of those would have likely been penalties?

Then again, most of the penalties last year would have been declined anyway... the plays resulted in touchowns.

All players are prohibited from grabbing the inside back collar of the

shoulder pads or jersey, or the inside collar of the side of the shoulder

pads or jersey, and immediately pulling the runner down. This does not

apply to a runner who is inside the tackle box or to a quarterback who is

in the pocket.
