Thanks did not know the source. Still curious if this was planned? If not then Dodge could have used an additional scholarship and hold Hager's until next year.

Why would he have signed a LOI and faxed it in if he was grey shirting?

A lot of schools use Grey Shirts for a variety of reasons. In his case based on his age Coach Dodge and his family may have thought the time would allow for more personal development.
