That's pretty funny. It's as simple as their provider just having some problems on their end that kept the Tuttle city page from being displayed.

Not that we'd be missing anything anyways. That city's website looks like a bad Xanga put together by some 13-year old girl. The comic sans font says it all.

Looks like any other small town/county website that can't afford to pay for a decent IT Professional to maintain a website.
