seems to me like its a way to hang on to kids just in case you might need them, and if not, you can let them go. I think a gray shirt sounds shady...

It will count as a signing next if they do not get in this year because of the NCAA Clearninghouse

The NCAA needs to take a look at this. So teams like TT can basically have a class of 32 while we have 18.

I don't think that we can recruit those kids away as I think you still sign a letter of intent with the school.
