This really seems like a reach to me.  No conference has invited them.  They have "plans" for a new stadium (don't all move-ups?), but right now it's just similar to a high school stadium in Texas.  

"Sacramento State plans to file an application with the NCAA this week to transition from the FCS to the FBS in football as an independent, sources told ESPN on Wednesday.

The school has already filed a waiver to transition as an independent in football, which requires NCAA approval."

That is their motivation....to make themselves available to the PAC or MWC as a emergency expansion candidate. 

I guess they could always go back to FCS is they fail to get an invite.

Does the NCAA offer a refund for the $5 million needed to go up?

Good question.  The article didn't mention the $5 mil and I'm not sure when it is payable.  If I had to guess, probably not until they have met all the criteria and given permission to move up officially.  That's why I think this is, as you said just steps to show they will, if an invite comes, before they fully commit.

The Big Sky does not allow non football playing memberships so Sac State is shopping for a conference in which to park its other sports. The BIG Mountain podcast said they were close to an agreement with the WAC but put a hold on that move as it appears that conference may disband. The Big West , made up of almost entirely state schools, could be an option as could the WCC, which is composed almost entirely of private schools. However neither conference seems to be beating a path to Sac States door. UNT would have the same problem if [ big IF] given the opportunity to move[ and IF it made financial sense] only its football program to the PAC. What to do with the other sports?

UTA is already in this situation.....no football and the WAC may disband, leaving them on the hunt again for another conference that doesn't require members to have football.
