This will test the boundaries of contracts, and NCAA transfer rules.   What's the point of a Portal if the NCAA says kids can also do this and compete?    Kids want the $$ but not the binding contracts...

“NCAA rules do not prevent a student-athlete from unenrolling from an institution, enrolling at a new institution and competing immediately,” an NCAA spokesperson said in a statement.

"Schools are signing players to multi-year deals as a way to secure talent for multiple seasons, stabilize the sport and limit athlete movement, currently at an all-time high."

It is about to the point to where you either need to find a way to fix it which will probably take some type of government intervention or just get rid of the sport. It's getting pathetic that every player is out trying to find a way to circumventive system and every team is doing what they want to contact players. I cannot think of another example where a system is as broken as college sports. Add in the fact that title 9 is now saying they will have to share the revenue with women's sports and this is only going to get worse.
