Before, the tampering was hidden thru 3rd party middlemen offers. 

Is it now just open market offers for players on another team?

Hate to say it but I'll agree with Rhett Lashlee. Make the transfer portal after the spring semester since that's the official end of the academic year. It would bring back some of the focus on academics, allow teams to focus on bowls/playoffs, and I think would even incentive remaining at the existing school. How much can you really move up a depth chart when you transfer in the summer?

Or at least levy significant penalties if leaving before the end of the academic year.  Like lose a year of eligibility, etc.
