They must mean the University of San Francisco, who doesn't have a football team, as USF plays as if they don't have a team as well. Also, as pointed out, no way 2 same  conference  teams are paired.

Or it could be the Armed Forces Bowl. 

Obviously a 3rd match up isn't going to happen, but it's fun to play "what if".
