Who exactly is hiring the head coach?

I am confused by some of the posts on the board.  Is Dr. Smatresck in charge of this hire or is Jarrad Mosely doing it as acting AD?  I am fine with either or both just would like to know who is ultimately responsible for this important hire.

Very unlikely WB is having any part in this hiring process outside of handing over his list of possible candidates.
