So it seems that Jacksonville State and Sam Houston are still considered FCS this year but are not eligible for the playoffs since they are allowed to carry more scholarships in their transition to FBS.

NT needs to play Sam every year.

This is a terrible idea.

I'd rather get experience with 3 P5 teams each year in OOC games than waste our time with the likes of the Harvard of Huntsville, Sam Houston.  Matter a fact, with us not having to devote a OOC game to SMU anymore after next year, I'd like to see us plan for opponents that give our players (and coaches!) actual reps against formitable playbooks, not pick games to get a feel good FCS stats win.

Agree.  I'd like to dump all FCS games and pickup home/home MWC games.

You do realize that they are moving to FBS? How would playing them give us feel good FCS stats?
