I'm sure these are been answered but 

  1. Do JUCO players still have the one-time transfer option available?
  2. Do PWO's sign any type of binding agreements?

I was very interesting to learn yesterday that transfers do not sign LOI's. So basically all transfers added yesterday for us and other schools are not bound until they actually enrolled.

I think @TheReal_jayD addressed this exact subject on his podcast the other night.  I think he said you are right transfers are not bound so it may be better to wait later on into the summer before your finalize any transfer offers.  Juco's are diffrent and they are bound.

I believe the school provides the PWO's with something to sign on signing day, but it is not binding like the letter of intent.  It is basically for show.

Keep mind if a player has already transferred and what’s to leave he can always ask for a waiver. Not having an opportunity to play is grounds for a waiver. Also if he has graduated he can transfer anywhere he wants and in many cases he may have another 2 years of eligibility. JT Daniels out of Georgia would be an example.
