Looks like it's being specifically done to handle mass transfer exodus.

IE when we have 10 players leave when Littrell is fired, the next coach will have a better ability to replace those guys in the next signing class

When this first came about they were talking about helping with the transfers but also saying that this would help make sure high school players still got recruited. Bottom line is this is happening because some of the top P5 teams have complained not so much about losing starters but losing their backup to the transfer portal and they will most likely use these extra 7 to poach transfers, not sign HS players.

Again which is why we should have a full time designated  salary position. to manage the portal and transfers.  Most of UNTs woes under the Littrell regime are directly tied to piss poor roster management and basically ignoring the juco and P5 G5 transfer market.  Look at SMU and other CUSA programs like USB bad La Tech  and you will see they have done way more in these areas.

This will only give the P5's a big advantage as they are able to sign more players and those players which would have likely slided to the G5 won't.

Sure it will moderately improve HS players chances to get signed, but there is no guarantee these new ships will also go to transfers.

Every senior last season got to come back this season. College football will essentially have 1 senior class departing after the 2020 and 2021 seasons combined, with 2 high school classes entering college football in that time. There had to be some way to account for the surplus of players. 

The 2020 high school class and the 2021 high school class players all have 5 years of eligibility currently. If this rule extends beyond that then it will be about something else.

Rico's Sundays would surely be a lot bussier, sorry I meant busier, today if he hadn't gone off chasing those rainbows.
