One change from the plan in that story: Teams can replace *any* 7 players who enter the portal (even if they're dismissed).

One part that, IMO, was put in as "we care"
One of the key drivers for political action here was the industry's fear that fewer and fewer players would be signed directly out of high school.

If they are concerned about HS recruiting then they should say that some amount of the 7 must go to HS players

This is a really good move. Teams get 25 spots per class. The problem was that transfers counted towards this 25 so that ate a huge chunk out of spots available to high schoolers. This should help significantly. Teams might still use some of their 25 towards transfers but rarely did teams sign 25 high schoolers in a class to begin with.
