We're talking about Special Teams Coordinator though.    There is no QC -> Position Coach -> ST Coordinator pathway like Offense or Defense.     
Now if he went from some kind of defensive QC directly to Defensive Coordinator... I'm right there with you.   But it sounds like you're holding Petrilli to an impossible standard.

Also,
Let's not forget that North Texas was Marty Biagi's first FBS ST's Coordinator job.    Prior to that, he was a "Special Teams Analyst" for Notre Dame (same type of role Petrilli is in now).   All of his other experience was at lower levels like Petrilli.
