I wonder if this is him?! He's the only WR we have offered that's higher than any recruit we have ever gotten, he's local and committed to Cal which is incredibly far, AND hasn't signed yet (from what I could find). I have some good friends that go to Cal so I might be reaching but the potential bragging rights would be a dream

That wouldn't really fit the description of someone wanting to stay closer to home though.  A&M isn't too much further than UNT from where he's currently at.
