The chemistry & timing was never good for UNT to be invited. It was said UT’s DKR was for it.
Arkansas AD Frank Broyles was already complaining about “too many Texas schools” in the SWC.  He added there were only “2” rivalries in the SWC—those Texas SWC schools vs U of Texas & those Texas SWC schools vs U of Arkansas. That's not mutually exclusive (see Stanford, Vandy, Duke, Northwestern, etc...)  
I think their admin just plain doesn't care about sports.  Their Athletics hires & funding don't line up with their general endowment ($6.8 Billion), as compared to UNT's ($210 Million), even though we pay our HC way more.
They apparently don't have huge-money sports donors that care enough to make them a juggernaut program like they most-certainly could be.

It was a tongue in cheek shot at the other schools in the SWC that look the other way for athletics.

You mean "integrity" in general?  (looking at you SMU & Baylor)  ...because they're all still pretty good "academically" (looking at you Tech).

Lack of political clout, more than anything.  Rice's athletics at the close of the SWC were better than both Baylor's and Tech's.  Baylor got in solely because they had alumni in high places.

Rice is where they should be. They are small, sit in a big pro city, and don’t have any political clout. 
 

The Power 5 will eventually drop to a Power 4 and schools like TCU, Baylor, and others like them will get demoted. Quite frankly, a culling of the Power Leagues will be good for the G5 conferences.
