My guess is Frisco is 10 times more proactive than Denton or UNT and is far more equipped to take on a short notice event than many cities. They could have looked at Lubbock because its close or anywhere else in Texas, Oklahoma, Colorado, or Arizona.

There's a reason the Cowboys are in Frisco, the PGA is moving to Frisco, the Stars are in Frisco, FC Dallas is in Frisco, the FBS National Championship is in Frisco, Frisco has a Bowl game, Conference BB Tournaments, and even we are opening a real campus in Frisco. It was probably a pretty easy choice for them. 

I just hope we make a bowl and don't have another NM Bowl disaster like the last one.

They currently have fans in there for HS Football and FCD so I assume there will be folks in the stands unless the NCAA has some gripe.

My first thought was also why not Apogee? 
Maybe lack of hotels and little outreach as you mentioned also.

Not sure why, but both bowls are owned by ESPN Events and they already have a relationship with Toyota Stadium. They also already run the Military Bowl and the HOD bowl in the area so adding another won't require anymore staff.
