I think most do theirs in front of an assembly of some sort so they will trickle in throughout the day. If they aren't in by 3pm I'd begin to get concerned about signing today.

At our level, most do them in the morning.  And at the assembly they sign a copy or fake piece of paper for the cameras.

I believe that NT always waits to announce one of their biggest signees until late to add to the drama of the event. 

I don't remember any defections on signing day and very few previously unannounced commits being signed.
