Out of 130 NCAA FBS schools are there only about 10-15 that aren’t steppingstone programs?

•••so why do those not part of those 10-15 destination schools just accept things as they are but still work to enlarge—improve facilities, ticket sales & try to become one of the elites?   That’s all I’m going to say about that except...➡️ THE SHOW GOES ON !

I think the answer to Plumm's question is yes, there are only about 10, maybe 15 programs that aren't stepping-stone programs.
