Just guessing. @TheReal_jayD has said that Redfearn is a Blue-shirt, and Carroll is in limbo. Vito had Carroll under Blue-shirt recently in a article. Cade I put as a Blueshirt since he will eventually be on scholarship (I assume) potentially down the road.

do we know what this kids status is? Has solid tape for a CB and is physical as well. 

He was here on an official visit so it can’t be as a Blueshirt.. which makes me wonder, why another DB over Brown potentially if he is a signee and not a PWO.

Basically, yes.   Coach's word I suppose.   
If I understand it correctly, they have to enroll in the fall, wait until after classes actually start, and then they get put on scholarship (counting towards the 2019 signing class), but immediately have the funds to pay for school in 2018.
