Question About 247's Recruiting Page

You have the choice from one of the drop down menus to pick from the following: Targets, Offers, Visits, Commits and Decommits.  If you click on "Targets" it breaks the players down in to the following categories: "Top Targets," "High Choice," "Interested," and "Scout Look."  Does anyone know what these exactly mean.  I've looked, but am unable to find a legend.

I'm asssuming that it means that the player has or someone has ranked the schools.
