From the "Police make a second arrest article," the UNTPD obtained arrest warrants.

A fourth person not affiliated with the university is also the subject of an arrest warrant, but Leliaert said UNT would not say what alleged offense triggered the warrant.

From the same article it seems there nearly a month from when the UNTPD started on the case and the briefed President Smatresk. So much for Smatresk controlling the investigation!

Vito even has an explanation for the confusion as to if these are students or not.
