It looks like Seth and company are putting together a very solid group of receivers. Does this help "sway" HS Q'backs to consider North Texas more than they might have? At the same time do the O-line issue offset this?

I would think it may help, but I think the more important thing is OL play. If you have a solid OL, then the QB has more time.

But adding WRs who can catch th ball helps. This offense was hit often with dropped passes, and WRs not running solid routes/ creating seperation. 

QBs should want to go to a program that allows them the chance to play and put up stats. NFL teams care more about what is on tape and experience than name of the program.
