Why the talk of layoffs?  Are we shrinking our budget?  No, we are not.  WB came in and said he is going to need his people in place.  Smatresk said fine, and instead of making him let people go, WB was able to add his people AND keep the existing people.  Now he has direct reports that the he personally brought and should trust to do their job.  If there are replacements, it will not be in the form of layoffs, it will simply be replacing individuals where performance is not meeting requirements.  

We are essentially talking about state government jobs.  You don't get fired from government jobs unless you really screw up and it can be documented where you did not meet job requirements. If you try to fire people on a whim, you get sued.
