Has a US college program ever attempted to set up a pipeline to a foreign country to be their outlet in the states for their junior national basketball players?  

For example, say the UNT MBB program agrees to work with a country to provide scholarships for their best junior college age players.  Is it feasible that a country would go for that?  Could you approach (insert country name here) and agree to provide a place for their top players to play for 4 years on the same team against US competition plus receive a US college education?  Maybe even let their national basketball program provide the coach. 

Surely someone has tried this, but I can't think of examples where it has basically been the entire team.
