Champion of CUSA chooses which bowl they want.  The team that loses to them in the championship game get to choose after them.  CUSA really wants the division titles to win something.  So they get to pick, with the winner getting first choice. 

This year, win or lose, LaTech wants HoD and WKU wants Boca.  Both school have alumni in the area, and both schools want to recruit in that area.  

After that, the officials from the schools, conference and bowls put their head together and try to figure out the best place for everyone.  

For example this year USM will want to go to NO.  The NO bowl will probably really want them.  Of course other teams like ODU and UNT might also want to go.  If there is a big enough rational for the conference to really stand up for a team and try to force the NO Bowl to take someone besides USM they would.  I am not sure they would this year.  If they ddi for anyone it would be ODU, who is going to have 9 wins.

They went last year.  Like I said above they also have a lot of alumni in the area and want to recruit here.  They'll probably pick HoD every year they get a chance.
