Not sure what they mean by  custom is but doesn't most phones geotag all the photos taken with them?

Not sure how it affects other social media, but a geotag for snapchat would allow you to use custom filters designed for UNT football while at Apogee. See the one below from UMASS. UNT and Denton already have multiples filters available 24/7.

So yes all phones have geotagging in a way.

Different apps can react differently based on your physical location. Eg, Facebook allows you to say stuff like "drinking heavily" if you check in at Eastside.

Yes, it is a new-ish thing, many people just refer to them as filters, but Geo-tagging only occurs when you have your location settings on while using whatever app (in this instance snapchat) you are using.  As posted above it creates a certain filter which I think they need to use #NewDenton or some other Littrellism.
