I really don't think that's out of the question if it's something along what you said.  The fact that it's a unknown opponent, raining for much of that day and still coming of a 1-11 season and a loss in week 1 I don't think people will be very eager attending the game.

Another thing that adversely impacts attendance is back-to-back home games.  Unless the team is really good, a lot of people/families simply don't commit to do the same thing two weekends in a row.

Rain ending by noon, beautiful weather, non-holiday weekend, 20,008.  I increased by 7 because I just learned a good friend and alum is able to make it to the game with his family, etc...
