I still say this was introduced as a favor for or to curry favor of someone with the full intention it would die immediately. The was a legislator can go back to his key constituent and say "well, I tried" when they didn't really. It's a way to preserve appearances, that's all. You will see a LOT of bills introduced to help appearances without any intent they should actually be passed in the Texas legislature next Spring.

Legislator admitted he just "wanted to make a point" and voluntarily tabled it before opening it up to the floor. Ridiculous
