I don't think it will happen soon. Maybe in a couple years depending on the final $$ required by a conference to give to players. The conference monetary minimums may strain some athletic department budgets.
But there are still plenty more players available than roster spots on FBS teams. You could reasonably field a semi-competitive team with players wanting to just "play" and be seen by the bigger programs for NIL at their level. No need to drop down if you can afford the minimums. Especially with $$ now being offered at both the high school and college level, I bet high school football and basketball participation is way up.

Used to be coaches would deal with players and parents.
Now it's dealing with agent$ that only have one thing on their mind.
I'm try to avoid portal talk, but saw this and felt compelled to share.
Not only can players move freely from one season to the next, they can transfer in and out for a single offseason, not even needing to follow through for one full year.
