Like it or not concealed carry on campus is going to happen.  I think we should look at this as an opportunity to make the process better. First, it's crazy not to have a rigorous back-ground check.  Make the training longer & more rigorous.  Make sure the instructors are well qualified.  Make sure the campus authorities, especially the campus police, are well drilled in situations where large numbers of citizens are armed & panicing.

It would also help to equip professors with bullet proof vests & helmets to wear while lecturing.

I read some of the debate published on the Texas legislature's site. They cited statistics that showed that out of 880,000 Texans currently licensed to carry concealed, approximately 20,000 are between the ages of 21 - 25. It was noted in debate that people in that number who attend college are likely carrying concealed on campus anyway to some degree and no one is the wiser. The legislation will likely not trigger a rush of unlicensed people who want to pay for training, fingerprinting, criminal and medical background checks. One quote was "Much ado about nothing."

What about this makes you, or anyone else, for that matter, think that there would be large numbers of citizens armed and "panicing"?  Concealed carry permits have been around for a long time.  Allowing them to also carry on campuses where it was formerly forbidden isn't likely to generate a flood of new applicants.  People who wanted guns already had them.  Now, they can keep them with them, or, as multiple people have already mentioned, *legally* keep them with them, since some with permits were already bringing them on campus, and few were any the wiser, because the concealed weapons were...wait for it...concealed, and remained that way.
