You can only sign 28 if you signed 22 or fewer the class before, and you have to have at least 3 mid-term signees (January enrollees) backcounting into the previous class.

We signed 25 last year in the class of 2014, counting the 16 high school signees, 1 FBS transfer (Anthony Wallace), 4 JUCO signees, and 4 walkons that we had to count (as announced by Mccarney). We did announce 25 signings in 2014, so we could only sign 25 this class in 2015.

I am not disagreeing with your math. The point again is that teams can over sign. What you are outlining is not over signing, but how ships are allocated to different periods. Troy and primarily other southern schools that grossly over signed caused the rules to change, but there appeared to be a compromise were over-signing is still allowed but limited to 28. The 25 and 85 limits still are enforced just as before. It is based on how many actually receive scholarship aid, not who signs.
