For some reason, I thought you had to exhaust your eligibility first and then apply for medical redical redshirt. Maybe DW should have received a medical redshirt for that 'devastating' injury he received sometime after the Idaho game that kept him off the field the rest of the season his freshman year.

No, you're thinking of applying for a sixth year of eligibility. That said, I'm pretty sure it's the conference that approves standard medical hardship waivers, not the NCAA per se.

What was his point about the NCAA owing him one? Why would the NCAA owe a freshman quarterback anything?

Maybe it was a reference to UTSA being denied a bowl berth while still transitioning to being a full D1 so now they owe UTSA a medical redshirt?
