Ann Richards was not involved. She found it amusing that anyone thought she cared. The 3 most important politicians involved were Lt. Gov. Bob Bullock and State Senators David Sibley and John Montford. Montford a UT graduate represented Lubbock and would later go on to be Chancellor of Texas Tech. Sibley represented Waco and was a Baylor alum. Bullock had a BA from Tech and Law Degree from Baylor.

Texas lawmakers draft bill to approve reallignment

It is not on the agenda for the special session so it cannot be considered unless the Governor expands the agenda. The Governor won't expand the session, he is a UT graduate and would veto the bill even if they could, and the ink could be dry on the agreement before the law would take affect. https://www.lrl.texas.gov/sessions/specialSessions/FAQ.cfm This is being done so they can tell their constituents that they tried. This would also give Privates like TCU, SMU, etc. an incredible advantage since they are not State affiliated. This would require North Texas to get legislative approval to leave a conference and we would have to wait until the regular session which occurs every two years and lasts about 5 and 1/2 months. -
