BCS schools can recruite better because they can go to these kids and say: National Championships, National TV Coverage and Bowl game/tournament appearances, higher percentage of our kids go on to professional sports careers in the NFL, NBA, MLB, etc. Even if the school is the lower end of the conference, they can still talk about better facilities and opportunity. What do the non-BCS schools get to tell recruits: You get to be on regional TV. Limited bowl games, not as much a chance at a professional career. Why would a nationally ranked kid want to go to a non-BCS school seeing all of that from a BSC recruiter (unless there are centimental reasons like my dad went there or it is local team I have been following, etc)? It is great that the athletes get academic notice. College students should. Can't play ball forever and will need someting to fall back on if pro sports don't pan out or if the pro career is shorter then expected.
